Every China-to-EU shipment needs an Entry Summary Declaration (ENS) filed before departure under ICS2. Business recipients generally need an EORI number; since 1 July 2026, low-value consignments are no longer duty-exempt, and the B2B/B2C indicator must be transmitted with the shipment. Missing filings cause border holds.
ICS2 is not optional paperwork — it is a pre-departure requirement. A missing ENS or recipient indicator means cargo sits at the border, accruing detention and missing restock deadlines. The filing chain must be owned by the forwarder, not left to the buyer.
Low-value consignments are no longer exempt from duty. Under current carrier guidance, B2C parcels are assessed a fixed charge per HS-coded item (€3) and B2B consignments at the applicable MFN rate — confirm current rates when you quote. UK shipments additionally require EORI, declarations and VAT (20%), all included in DDP.
